I’m on board with your Vista–>7 thoughts, but I do take issue with ME. It never was a decent OS and it very much was a steaming shitpile. It was far too much new code stupidly rushed for the holiday season. I remembering installing it being a roll of the dice even with the same hardware. It would work, then it wouldn’t, then it might work with some odd issues, then it deffo would not at all. Hours wasted trying.
I really did try, but never had a good experience with WinME and I know of no one else who did. Even first Vista was better (though saying that makes me shudder).
I had someone hijack my account last year, Like a dummy, I had failed to setup 2FA. I caught it in the morning after they worked it most of the wee hours. Phone and email had been changed. I contacted PP and to my surprise they were effective in righting everything. By the end of the day, it was corrected. I was absolutely shocked they were so helpful, but I guess it can happen. So, maybe try again?
Not sure how all that can be separated out meaningfully as it is the platform being used and advertisers have expectations based on whatever agreement has been struck between them. Maybe I misunderstood. Perhaps the difference in your example is a user acting versus a bot? Intent probably comes up somewhere as well, but I am not a lawologist. 🤷♂️
My understanding is that the contractual agreement with advertisers is that they pay to reach ears. The ads did not reach any ears as promised which could be equated to fraud.

I have heard they (South Korea) plan on building skyscrapers with screens covering the buildings, so that they can project the background skyline via the screens. The effect would be to render the building almost invisible. Seems like a lofty goal, so I am not sure if they are still pursuing that project or not.

Yes, whilst you do have a telemetry box, it is not phoning home. Data must be actively pulled from it by hand. As you know, typically this is done after an accident to better tell what the car went through. I know there are people who have sought to disable the boxes, but I don’t know the legal or insurance ramifications of doing so. It is also difficult to locate them as they are “hidden” in the mass of wiring and other components. There are probably manufacturer-specific auto forum discussions on the matter to refer to.
Years ago I found a good list of manufacturers and the year they became compliant. I can’t seem to find the same list today (isn’t that the way with the internet?). I did find this site that seems to list the recovery capability of the vehicles which indicates whether they are compliant or not. This should suffice:

Every car. Not pretty much every one, but every one. Telemetry boxes have been around for a while and you can even get Telemetry Insurance if you have one. I think by 2015 all manufacturers had them.
Edit: I want to also state this is for the US. Other nations are also doing this, but may not be there yet.
Many years ago, we had a troubled employee leave work very mad. He was quite furious with his computer and went home for his revolver unbeknownst to us. He came back to work with it and unloaded all six rounds into the system. Each round went through the case and each one missed the drive/motherboard/videocard. So, the system was still working despite the abrupt extra cooling holes. This further incensed him and he went away even madder, but this time in cuffs.
